General Statement of Duties

Performs expert professional work involving the design, implementation, and evaluation of programs and services. Leads strategic initiatives, conducts complex studies, and supervises staff or project teams. Serves as a liaison to high-level stakeholders and ensures compliance with County, state, and federal requirements. Work is performed with a high degree of independence and initiative.

Essential Duties
  • Extensive knowledge of program design, strategic planning, and management analysis; ability to lead teams and supervise staff; ability to conduct complex research and data analysis; ability to develop and implement policies and procedures; strong communication and stakeholder engagement skills; ability to manage high-impact projects with minimal oversight.
  • Proficient in Microsoft Office and program-specific systems; ability to manage data and reporting tools.
  • Excellent communication and interpersonal skills; ability to resolve issues and represent the department professionally.
  • Exercises independent judgment; responsible for operational decisions and staff supervision.
  • Visual and hearing acuity sufficient to perform assigned duties; physical ability to complete office-based tasks.
  • Lead and manage the department's CAPRA accreditation process, ensuring ongoing compliance with all accreditation standards and requirements.
  • Oversee internal human resources functions for the department, including coordinating recruitment, onboarding, personnel actions, employee records, and compliance with County policies and procedures.
  • Supervise assigned staff by providing leadership, coaching, performance management, training, and professional development.
  • Manage departmental data collection and reporting systems to support strategic planning, performance measurement, accreditation, and operational decision-making.
  • Prepare, coordinate, and submit applications for professional awards.
  • Compile and prepare required reports, statistical analyses, and performance metrics for leadership, accreditation, and other organizational needs.
  • Research, analyze, and recommend improvements to departmental policies, processes, and administrative procedures.
  • Assist department leadership with strategic planning, special projects, and organizational initiatives.
  • Perform other related duties as assigned.

Minimum Requirements

Four (4) year degree in a relevant field, and three (3) years of progressively responsible professional experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
