General Statement of Job

Under limited supervision, leads with planning, directing, and supervising property management department buildings and park properties. Leads with the infrastructure planning and development in relation to park master planning and long-range planning and coordinates facility operations. Prepares and implements the parks, operations, and capital budget. Prepares and maintains a variety of records and files. Supervises the work of County Parks staff and contracted personnel engaged in coordinating infrastructure, planning and development, maintenance and repair of buildings, grounds maintenance, custodial cleaning, alterations, and related tasks. Leads in the development and construction of capital improvement projects for Parks and Recreation. Develops and implements a safety plan for staff and facilities. Reports to the Director of Parks and Recreation. 

Personnel occupying this position may be scheduled to work irrespective of weather conditions and/or when general County offices are closed.  

Special Duties & Responsibilities

 

  • Recommends hiring/promotions and reviews the work of the department's park staff.  
  • Develops job requirements for park positions, including training opportunities for skill growth and employee advancement.
  • Leads in the selection of design consultants and professional services providers regarding the department’s projects. 
  • Establishes and maintains preventative and predictive maintenance measures for the department’s Parks operations. 
  • Supervises and assigns tasks to the Parks Supervisor. 
  • Assists the Director in the handling of personnel management issues in relation to park staff.  
  • Assists with the coordination of the department’s response in the event of emergency operations. 
  • Manages the department’s implementation and use of the software platforms such as Cityworks, KPA, and others for assigned areas of responsibility. 
  • Responsible for preparing and managing written standard operating procedures (SOP’s) to clearly establish roles, responsibilities, and accountability to ensure work is performed properly, on time, within budget, safely, and meets quality standards.   
  • Leads with budget preparation in relation to the department’s parks operations and capital projects.  Assists in prioritizing budget requests as required for parks. 
  • Composes and prepares various forms, reports, letters, and correspondence. 
  • Provides information and updates to the Parks and Recreation Commission regarding the department’s daily operations, parks budget, and Capital Improvement projects, and responds to questions. 
  • Regularly updates the Director and Assistant County Administrator of matters pertaining to the Parks Division. 
  • Obtains quotes, bids, and proposals for cost estimating the Department's large-scale and Capital Projects to formulate cost projections, budget requests, and cost updates for park projects  
  • Assists with development and administration of the Parks and Recreation Capital Improvement Projects budget, forecasts fund requirements for select Parks and Recreation projects.  
  • Receives and responds to a variety of inquiries, complaints, or requests from facility users and citizens.  
  • Leads with monitoring and inspecting construction activities for the department, materials, and workmanship to ensure scope, schedule, budget, and priorities are met. Identifies any variances, communicates variances to the Director, and takes corrective action. 
  • Prepares or completes status reports, quarterly Capital Projects updates, contract documents, change orders, or other documents as needed.  
  • Leads with the Department’s Parks Master Plan and long-range planning in relation to parks, buildings and amenities. 
  • Attends Board meetings and work sessions as may be required or requested. 
  • Directly oversees maintenance staff OSHA and other specific required training, by subordinate personnel, as needed to maintain and certify staff. 
  • Develops and implements a safety plan for the department in coordination with the County’s Environmental, Health & Safety Department. 
  • Manages inventory of the department’s assets including vehicles, equipment, fixed assets, materials, and disposable goods. 
  • Completes park and facility site visits to prioritize needs and future planning. 
  • Manages volunteer groups and projects in relation to facilities maintenance and construction. 
  • Enforces park rules and regulations.  
  • Makes presentations to community and civic groups and explains Parks and Recreation operations.  
  • Performs other related duties as required.  

 

Minimum Training & Experience

 

Bachelor’s Degree in Public Recreation, Leisure Services, Physical Education, or a closely related field, and six (6) to eight (8) years of experience in the construction field, project management, and maintenance work with supervisory responsibilities; preferred construction safety certified or any equivalent combination of training and experience which provides the required skills, knowledge and abilities. 

 

Possession and maintenance of a valid driver’s license issued by the Commonwealth of Virginia. 

 

Must obtain an OSHA 30-hour training certification within 60 days of employment. 

 

Proficient in computer skills and/or have the skills to learn Word, Excel, Cityworks, KPA, NOVATIME, and NEOGOV within six (6) months of employment. 

 

Must obtain a VDACS Fertilizer Applicator’s License within six (6) months of employment. 

 

Must obtain a Pool Operator’s Certification within six (6) months of employment. 

 

Preferred Certified Parks and Recreation Professional Certification.
