Recreation
The selected candidate will oversee the County's recreation program and related activities. This role involves planning, promoting, and coordinating programs for all community members. Responsibilities include establishing policies and goals under the County Administrator's or their designee's direction. The individual also provides departmental supervision over all personnel within the department.

 

Essential Functions

  • Program Development and Management: Designing, implementing, and evaluating recreational programs and services that meet the community's needs.

  • Budgeting and Financial Management: Preparing and managing the departmental budget, securing funding, and ensuring financial sustainability.

  • Policy Development: Establishing policies and procedures for the operation of parks and recreation facilities, ensuring compliance with regulations and safety standards.

  • Staff Supervision: Recruiting, training, and supervising full-time and part-time staff, as well as volunteers, to ensure effective program delivery.

  • Community Engagement: Promoting recreational activities and services and fostering partnerships with community organizations, schools, and businesses.

  • Facility Management: Overseeing the maintenance and operation of parks, recreational facilities, and equipment to ensure they are safe and accessible.

  • Strategic Planning: Developing long-term parks and recreation services plans, including assessing community needs and trends.

  • Marketing and Promotion: Creating marketing strategies to promote programs and increase community participation.

  • Event Coordination: Planning and managing special events, community festivals, and recreational competitions.

  • Compliance and Safety: Ensuring all activities comply with local, state, and federal regulations, as well as implementing safety protocols for staff and participants.

Required Skills, Knowledge, and Abilities

  • Thorough knowledge of the objectives and principles of public recreation.
  • Thorough knowledge of the activities that make up a community recreation program.
  • Ability to develop and administer a recreation program suited to the community's needs.
  • Ability to plan, organize, coordinate, and direct the activities of personnel involved in a recreation program.
  • Ability to develop and maintain a budget.
  • Ability to establish and maintain effective working relationships with County officials, associates, and the general public.

Physical Requirements

  • This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently sitting and reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, tasting or smelling, lifting and repetitive motions; work has no particular vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).

Education and Experience

  • Bachelor's degree with coursework in health, physical education, or related field and moderate experience in Parks and Recreation, or equivalent combination of education and experience.

Special Requirements

  • Possession of an appropriate driver's license valid in the Commonwealth of Virginia
